We’ve been told that in 1936 Elmer Rook lost his position as the postmaster in Sayre when FDR was elected president. He came to Cheyenne intending to buy the Cheyenne Drugstore but when he saw the line of people in front of the Lyric Theater (where the present day Cheyenne Tag office is) he decided to buy that instead. Three years later he built the Rook “with all modern improvements.” So while it wasn’t a WPA project-we do have FDR and politics to thank for the Rook!
